Bureau of Municipal Research

...From the end of the 19th century to the beginning of the 20th century, as one of the products of the municipal reform movement that developed in the United States, private municipal research institutes were established in various cities, which contributed greatly to subsequent municipal reforms. A representative example is the Bureau of Municipal Research (later the Administrative Research Institute) in New York, which was established in 1906. In Japan, Tokyo Mayor Goto Shinpei invited Beard, who had served as director of the New York City Municipal Research Council, to establish the Tokyo Municipal Research Council in 1922.
