A city facing the Pacific Ocean in southern Hokkaido. Established as a city in 1970. The central city area is the Horobetsu and Washibetsu districts, where the Muroran Main Line passes. Chemical and concrete industries are carried out, and it is also a residential area for commuters from neighboring Muroran City to the southwest. The Do-o Expressway passes through the city. Noboribetsu Onsen (sulfur springs, acidic alum and green alum springs, etc., 45°C), which belongs to Shikotsu-Toya National Park, is located in a valley in the northern part of the city. It is known as a representative hot spring in Hokkaido, and a bustling hot spring town has developed.
