A plain developed downstream of the Yoneshiro River in northwestern Akita Prefecture. The Noshiro Sand Dunes stretch along the Sea of Japan, with the northern dunes being vertical dunes parallel to the coast, while the southern dunes tend to be horizontal. Inside the coastal dunes are widespread alluvial plains and uplifted deltas. Black pines have been planted on the dunes as erosion control forests since the Akita Domain era, and the inside of the dunes are used for farmland and orchards, where onions, potatoes, eggplants, and pears are grown. After World War II, large-scale settlements were carried out on the uplifted delta, and Shinonomehara on the right bank of the Yoneshiro River in particular was developed and turned into rice paddies. The Noshiro Plain's settlements take the form of towns and villages behind the sand dunes, below the eroded cliffs of the uplifted delta, and on the natural levees, with many settlements called Shinden and Hatachi (a word meaning newly reclaimed land). The urban area of Noshiro, which forms the center of the plain, has developed on the sand dunes on the left bank of the Yoneshiro River.
