Legal deposit system
A system that requires publishers to deposit publications and other materials to the national library by law. In Japan, the National Diet Library Law requires publishers to deposit one complete copy of a book to the National Diet Library within one month of publication. In principle, the deposit is free, but a fee may be paid for expensive books. It began in 1537 when King François I (1497-1547) of France issued the Montpellier Ordinance, which required publishers in his country to deposit one copy of each publication to the royal library. This rule was not followed at first, but now in France, the deposit of two copies of commercial publications (plus one copy from the printer) is almost completely implemented. In Denmark, collections of writings to be distributed to friends are also required to be deposited, but in Belgium, books of less than five pages are exempt. The number of copies that must be deposited varies from country to country, from one copy to 18, as in Bulgaria in the 1970s. In the past, this system was used for censorship, but now many countries use it to create national bibliographies and store them in their central libraries. 出版者に対して,法律により国立図書館へ出版物などの納入を義務付ける制度.日本では,「国立国会図書館法」で,国立国会図書館が出版者から,完全本を出版後1か月以内に1部納入されることになっている.納本は原則として無償だが高額の図書には代金が支払われることもある.フランスのフランソワ一世(François I 1497-1547)が1537年,モンペリエの条令で国内の出版者に出版ごとに1部を王室図書館に納本するように定めたのが始まりである.初めはなかなか守られなかったが,現在フランスでは,商業出版は2部ずつ(ほかに印刷者から1部)の納本がほぼ完全に実施されている.デンマークでは友人に配る文集なども納本が義務付けられているが,ベルギーでは5ページ以下のものは免除される.納本部数は国によって異なり,1部だけでよいところから1970年代のブルガリアのように18部というところもある.かつては検閲に利用されたが,現在は各国とも,全国書誌の作成,中央図書館での保存のためにこの制度がしかれている.インターネット情報資源を対象に含める国もある.[参照項目] 検閲 | 全国書誌
