Japan Railway Construction Corporation

The Japan Railway Construction Public Corporation was established based on the Japan Railway Construction Public Corporation Law (Law No. 3 of 1964). Traditionally, railways were built and improved by the companies themselves, but as financial difficulties arose, the corporation was established in March 1964 with investments from the government and Japan National Railways (now JR) with the aim of developing the railway network, strengthening the economic foundation, and correcting regional disparities. Its main business was the construction of new railway lines, but it also leased and transferred constructed railway facilities to JR and other private railways, and carried out disaster restoration work on leased railway facilities. By August 1999, 99 lines, 2,620 kilometers in length, had been built and opened, and 21 lines, 757 kilometers in length, had been constructed. In April 1987, the JNR Reform Law was enacted, which reduced the capital and treated the government and JNR's investments as nonexistent, and other business regulations were also established. In October 1998, the company inherited the assets and liabilities of the Japan National Railways Settlement Corporation (JNR Settlement Corporation) when it was dissolved. In October 2003, the company merged with the Japan Transport Technology Agency to become the Japan Railway Construction, Transport and Technology Agency.

日本鉄道建設公団法(昭和39年法律第3号)に基づいて設立された公団。従来、鉄道は企業自らが建設・改良工事を行ってきたが、資金的に困難となったので、鉄道交通網の整備を図り、経済基盤の強化と地域格差の是正に寄与することを目的とし、1964年(昭和39)3月、政府および日本国有鉄道(現、JR)の出資で設立された。主たる業務は鉄道新線建設であったが、このほか、建設した鉄道施設のJRおよびJR以外の民営鉄道への貸付、譲渡、貸し付けた鉄道施設の災害復旧工事などがあった。1999年(平成11)8月までに建設し、開業した路線は、99線2620キロメートル、工事線は21線757キロメートル。なお、1987年4月、国鉄改革法によって、政府および国鉄の出資はなかったものとし資本金を減額、そのほか業務規定などの整備を行った。また1998年10月、日本国有鉄道清算事業団(略称、国鉄清算事業団)の解散に伴い、同事業団の資産および負債を受け継いだ。2003年(平成15)10月、運輸施設整備事業団と統合し、独立行政法人鉄道建設・運輸施設整備支援機構となった。
