Trade negotiations regarding the restrictions on imports to Japan imposed by the Dutch East Indies (Dutch East Indies) government. In the 1930s, Japan's trade with the Dutch East Indies expanded rapidly, with exports increasing sharply in particular, and by 1934 Japan accounted for more than 30% of the Dutch East Indies' total imports. In order to adjust this one-sided trade (exports to Japan in 1934 accounted for 4% of the total), the Dutch East Indies government began imposing import restrictions on Japan. The first round of negotiations between the two governments regarding these restrictions was held in Batavia (now Jakarta) in June 1934, and after a temporary hiatus, the Ishizawa-Harth Agreement was concluded in 1937. オランダ領東インド(蘭印)政府がとった対日輸入制限をめぐる通商交渉。1930年代に入って日本の蘭印に対する貿易量は急速に拡大し,とくに輸出額が急増,34年には蘭印の全輸入額の3割以上が日本によって占められるに至った。蘭印政府はこの片貿易(1934年の対日輸出額は全体の4%)を調整するため,対日輸入制限を開始した。この制限をめぐっての両政府間の交渉は,バタビア(現,ジャカルタ)で第1次(1934年6月)が行われ,一時中断ののち,37年に石沢=ハルト協定が結ばれた。
