1789‐1833 The second son of Fatah Ali Shah, the second Shah of the Qajar dynasty. As the heir to the throne, he served as Governor-General of Azerbaijan Province. He was a progressive man, and taking advantage of the fact that Azerbaijan was the most advanced cultural region closest to the Ottoman Empire, Imperial Russia, and Europe, he began to work on modernization policies early on, especially European-style military reforms.
