A political issue surrounding the expansion of the army's military from the end of the Russo-Japanese War until World War I. At the start of the Russo-Japanese War, the army's military strength consisted of 13 divisions, which increased by four during the war, and after the war, two more divisions were added in September 1906, bringing the total to 19. Based on the Imperial Defense Policy formulated the following year, the army requested an additional two divisions to be stationed in Korea, but this request was not realized due to the financial difficulties after the war. The second Saionji Kinmochi cabinet, which was formed in August 1911, made administrative and financial reorganization the core of its policies, but the army and navy demanded military expansion. 日露戦争後から第1次世界大戦にいたる間の陸軍軍備拡張をめぐる政治問題。日露戦争開始期13個師団であった陸軍兵力は,戦時に4個師団増え,戦後の1906年9月に2個師団増設され19個師団となった。翌07年策定の帝国国防方針にもとづき陸軍はさらに朝鮮駐留の2個師団増設を要求したが,戦後の財政難のなかでこの要求は実現しなかった。11年8月成立の第2次西園寺公望内閣は,行財政整理を政策の中心にすえたが,陸海軍は軍備拡張を要求した。
