In February 1943, in the midst of the Pacific War, the Japanese military, the Ministry of Greater East Asia, and the Ministry of Education negotiated a government ordinance called the "Southern Special Student Development Project," which established a system for sending students from Southeast Asian countries to Japan. The purpose of the program was to "study in Japan with talented young people selected from the southern regions, (omitted) so that they could learn our academic and practical skills, while also coming into contact with the essence of our national character, and thus to develop human resources who would lead the indigenous peoples and cooperate in the construction of the Greater East Asia Co-Prosperity Sphere after returning home." 太平洋戦争のさなかの1943年2月,日本の軍部,大東亜省,文部省間で協議された〈南方特別留学生育成事業〉という政令により制定された,東南アジア諸国から日本への留学生制度。その趣旨は南方諸地域より選抜された有為な青少年を〈我国ニ留学セシメ,(中略)我学芸及ビ実務ヲ習得セシムルト共ニ我国民性ノ真髄ニ触レシメ,以テ帰国後ハ原住民ヲ率ヒ,大東亜共栄圏建設ニ協力邁進スベキ人材ヲ育成スル〉ことであった。学費は1人月額100円であった。
