This concept, meaning "national minimum," was first put forward by the British couple Webb (SJ Webb and B. Webb) in their book Industrial Democracy, published in 1897. With the issue of workers' livelihoods left to the labor union movement and mutual aid association activities, they argued for the need to establish rules under which no industry would be allowed to operate below certain conditions, and they aimed to ensure a national minimum through laws regarding health and safety, leisure, and wages.
