National minimum

Japanese: ナショナル･ミニマム（英語表記）national minimum

This concept, meaning "national minimum," was first put forward by the British couple Webb (SJ Webb and B. Webb) in their book Industrial Democracy, published in 1897. With the issue of workers' livelihoods left to the labor union movement and mutual aid association activities, they argued for the need to establish rules under which no industry would be allowed to operate below certain conditions, and they aimed to ensure a national minimum through laws regarding health and safety, leisure, and wages.

〈国民的最低限〉を意味するこの概念は，イギリスのウェッブ夫妻(S.J.ウェッブとB.ウェッブ)が1897年に発表した《産業民主主義》の中で初めて提起したものである。労働組合運動と共済組合活動にゆだねられていた労働者の生活保障問題について，彼らは一定の条件以下ではいかなる産業も経営されることが許されないようなルールを策定することの必要を主張し，衛生と安全，余暇と賃金に関する法律によってナショナル･ミニマムを確保することを企図していた。
