A document that states that a certain matter has been delegated to a certain person. In reality, it is widely used to prove to others that a certain person has been given the power of attorney, rather than to indicate a delegation relationship. It is generally written in a format like "Person A appoints Person B as his/her agent and delegates the following matters to him/her." There are some forms of power of attorney that leave some parts blank and allow others to fill in those parts, called blank powers of attorney, and are used for various purposes. There are blank powers of attorney that leave the delegated matters blank (such as delegating the lender to fill in the delegated matters according to the instructions of a notary public when delegating the creation of a notarized deed to a lender) and those that leave the other party of the delegation (agent) blank (such as a blank power of attorney for exercising voting rights at a general shareholders' meeting). In international law, it is sometimes used to mean "full powers" given to representatives negotiating to conclude a treaty.
