Delegated affairs - Ininjimu
Among the affairs of local governments, agency delegated affairs are affairs that are not the original work of local governments but are delegated by the national or other local governments. There are agency delegated affairs that are delegated to the local government itself, and agency delegated affairs that are delegated to the head or organs of the local government. Specifically, there are (1) establishment of health centers, (2) establishment and management of infectious disease hospitals, (3) affairs related to public assistance, (4) unemployment countermeasures, (5) family register and resident registration, (6) election affairs for Diet members, and (7) maintenance and management of rivers. Of these, (5) to (7) are agency delegated affairs, and the national government must take financial measures for these agency delegated affairs. In addition, the consolidation and integration of agency delegated affairs was considered from the standpoint of promoting decentralization, and the report of the 24th Local Government System Research Council in 1994 included the abolition of agency delegated affairs, and the Local Decentralization Promotion Act of May 1995 also called for consolidation and integration (including abolition), but it was abolished in the Local Decentralization Omnibus Act of July 1999. This law provides for the reorganization of administrative divisions and the transfer of authority (enforced in April 2000).

地方公共団体の事務のうち,本来の仕事ではなく,国または他の地方公共団体から委任された事務のこと。地方公共団体自体に委任された団体委任事務と,地方公共団体の長または機関に委任された機関委任事務がある。具体的には,(1)保健所の設置,(2)伝染病院の設置・管理,(3)生活保護関連事務,(4)失業対策事業,(5)戸籍・住民登録事務,(6)国会議員の選挙事務,(7)河川の維持・管理などがある。このうち(5)〜(7)は機関委任事務で,この機関委任事務に対しては国が必ず財政的な措置を講じなければならないことになっている。また,この機関委任事務については,地方分権推進の立場から整理・統合が検討され,1994年の第24次地方制度調査会の答申では機関委任事務の廃止が盛り込まれ,さらに1995年5月の地方分権推進法でも〈廃止を含め〉た整理・統合を求めるとされたが,1999年7月の〈地方分権一括法〉で廃止されることになった。同法により事務区分の再構成や権限の移譲が定められている(2000年4月施行)。
