An allowance paid to ease the pressure on living expenses caused by soaring housing costs. In Japan, it is included in the wage system along with family allowances and commuting allowances. However, the amount is extremely low compared to the soaring housing costs. There are two methods for calculating the amount of this allowance: a fixed amount method and a fixed rate method. With the former, different amounts are paid depending on conditions such as the type of housing (rented or owned), whether or not there are dependents, and whether or not the employee is the head of the household. With the latter, a fixed rate is multiplied by the basic salary. The former is more common. According to the Ministry of Labor (now the Ministry of Health, Labor and Welfare) "Comprehensive Survey on Wages, Working Hours, etc." (December 1999), 56.5% of companies with 1,000 or more employees, and an average of 49.2% of all companies, pay a housing allowance.
