Humans need land to carry out various activities. However, because it is difficult to use in its natural state, it is necessary to excavate and cut the higher areas, transport the soil, pile up the lower areas, and level the land to create flat land that is easy for humans to use. Obtaining land in this way is called land development, and dredging the soil from the bottom of the water, filling in the water surface and wetlands, and building embankments to close off wetlands and shallow seas with tidal ranges and lower the water level to create land are called land reclamation.

人間はいろいろな活動を営むために，土地を必要とする。しかし，自然の地形のままでは使いにくいので，高いところを掘削，切土し，その土砂を運搬し，低いところに盛土し，整地して人間が使いやすい平らな用地として整備することが必要となる。このようにして用地を得ることを土地造成といい，このうち水底の土砂の掘削を浚渫（しゆんせつ），水面･湿地帯の盛土を埋立て，また，湿地や干満差のある遠浅の海を堤防で締め切り水位を下げて土地とすることを干拓という。
