Land Tax System - Tochizei

Japanese: 土地税制 - とちぜいせい

This tax measure is intended to address the so-called land problem, such as the imbalance between land supply and demand, mainly in large cities and their surrounding areas, and the resulting rise in land prices, and consists of capital gains tax and ownership tax. In Japan, urbanization progressed in a relatively short period of time following the high economic growth period in the 1950s, resulting in a sharp increase in demand for factory sites and residential land. Furthermore, the acquisition of public land for the purpose of improving social capital led to a large-scale imbalance between land supply and demand and a sudden rise in land prices.

大都市およびその周辺部を中心とする土地需給の不均衡とこれに起因する地価の高騰等のいわゆる土地問題に対処するための税制上の対策であり，譲渡益課税と保有課税とからなる。　日本においては，昭和30年代の高度成長期以降の比較的短い期間において，都市化が進行した結果，工場用地，住宅地に対する需要が急増した。さらに，社会資本充実のための公共用地取得が行われたため，大規模な土地需給の不均衡および地価の急騰が生じた。
