("To" is the idiomatic pronunciation of "To") [1] [noun] ① A unit of volume in the shakkan system. One to is ten times one sho. One tenth of one koku. It is equivalent to 18.039 liters. Since one to is ten times one sho, the volume of one to has changed greatly just as the volume of one sho has changed greatly historically.
