Also, water that falls from the heavens, i.e. rainwater. ※Man'yoshu (late 8th century) 18:4122 "When it does not rain and the days are long, <omitted> Like a green baby begging for milk, I look up to the heavenly water and wait." [2] Makura (from the saying that when there is a long drought, people look up to the sky and wait for rain) It is related to "look up and wait." ※Man'yoshu (late 8th century) 2: 167 "People from all over the world look up to the heavenly water and wait , relying on the large ship."
