In legal terms under the Fisheries Law, it refers to catching fish and shellfish in the sea, rivers, and lakes for leisure purposes, and is also called recreational fishing. Under the Fisheries Law, fishing rights in inland waters such as rivers and lakes are granted only to fishery cooperatives that are obligated to manage fishing grounds and release young fish, and recreational fishermen who are not members of the cooperative are required to pay a certain fishing fee to the cooperative according to the recreational fishing regulations. 漁業法の法律用語で，レジャーを目的に海・川・湖沼で魚や貝などを取ることをいい，レジャーフィッシングともいわれる。漁業法では，川や湖沼といった内水面における漁業権を漁場管理や稚魚放流の義務を負った漁業協同組合にのみ認め，非組合員である遊漁者には遊漁規定によって，一定の入漁料を組合に納めることが義務付けられている。近年はアウトドアスポーツの流行などで遊魚人口の増加が続き，1993年の第９次漁業センサスの結果によれば，海では延べ3730万人，内水面では延べ1340万人がレジャーフィッシングを楽しんでいる。
