This standing committee, which is established in both the House of Representatives and the House of Councillors, deliberates and passes resolutions on the budget. It is said to be the star committee because it deliberates all areas related to the budget and conducts wide-ranging discussions. The deliberations are broadcast on television, and veteran lawmakers from both the ruling and opposition parties who are known as debaters are its members. In addition, in the ruling party, the chairman of the Budget Committee is considered to have a position equivalent to that of a minister. However, it is customary for all ministers to be present during the period when the committee is deliberating, and during that time, other committees are effectively closed. Therefore, there are calls to relax the Budget Committee's restrictions on ministers in order to improve the efficiency of Diet deliberations.
