In China, during the Jiaqing period of the Qing dynasty (1796-1820), pirate rebellions raged along the coasts of Guangdong, Fujian, Zhejiang and Taiwan. The rebellions began when the Vietnamese king, struggling with civil war and military funding, ordered Chinese refugees to attack merchant ships, and by the end of the Qianlong period, the rebellions had even invaded Fujian. Later, when the Nguyen dynasty (Emperor Gialong) was established, the rebellions lost their hinterland and rallied under the Fujian pirate Cai Qian. The Qing dynasty appointed Li Chang Geng to counter Cai Qian's navy, which commanded over 100 boats. Li Chang Geng was able to rout a much larger enemy, but was restrained by his superiors and died in battle before he could eradicate them.
