Tsuji Rokurozaemon's petition

Japanese: 辻六郎左衛門上書 - つじろくろうざえもんじょうしょ

This is a draft report by Tsuji Morimitsu, an accountant of the Edo Shogunate, in response to questions from the Shogunate's leaders (probably Shogun Tokugawa Yoshimune) during the Kyoho period regarding basic agricultural policy issues. Morimitsu was selected to be the Mino Gundai in 1699 (Genroku 12) and the Kanjo Ginmiyaku in 1718 (Kyoho 3), a position he held for 14 years, and was an expert in agricultural policy who was called "the saint of the region." The report provides a simple explanation of a wide range of topics, including land surveys, taxes, development, flood control, farming, and land pawning, but also goes into some detail about the tax inspection system and the fixed exemption system, and takes the view that the fixed exemption system was disadvantageous to small farmers.

江戸幕府勘定方役人辻守参（もりみつ）の，享保期の幕府首脳部(おそらく将軍徳川吉宗)からの農政上の基礎的諸事項に関する質問への答申草案。守参は1699年(元禄12)美濃郡代，1718年(享保3)勘定吟味役に抜擢（ばつてき）され14年間在職した農政の熟練者で，〈地方（じかた）の聖〉と称された。内容は検地，年貢，開発，治水，出入作，質地等多方面にわたる簡単な説明であるが，やや詳しく年貢の検見取（けみどり）制と定免（じようめん）制について論じ，定免制は小百姓にとって不利との見解をとっている。
