For example, in the ancient Roman Empire, securing transportation routes was essential for military purposes or to promote trade, so governments have had a strong interest in developing transportation routes. Even before the mid-19th century, when railroads appeared, governments in Britain and America intervened in determining toll rates for turnpikes and canals. Thus, in every era and in every country, governments have intervened in the transportation market with policies to develop and maintain their country's transportation. However, when technological innovations in transportation and economic development brought about changes in the transportation market, government transportation policies changed accordingly.
