In 1286 (Kōan 9) after the Mongol invasion, the Kamakura shogunate established this organization in Hakata, Chikuzen Province, to govern the Chinzei region and handle lawsuits filed by Chinzei vassals. Decisions were made by a council of four of its heads, Otomo Yoriyasu, Shōni Tsunesuke, Utsunomiya Michifusa, and Shibuya Shigesato, but later Yoritsuna and Tsunesuke gained more authority, and in 1291 (Shoō ​​4), their sons Otomo Chikatoki and Shōni Morisuke took over. The office continued to function during the period when Hojo Kanetoki and Hojo Tokiie were stationed in Chinzei and exercised their authority, but when Hojo Sanemasa became the Chinzei Tandai in 1296 (Einin 4), the head was appointed as the Chinzei Hikitsukeshu, and the office was absorbed and abolished.

モンゴル襲来後の1286年（弘安9）、鎌倉幕府が筑前国博多に鎮西統治及び鎮西御家人の訴訟処理のため設置した機関。その頭人(とうにん)の大友頼泰(おおともよりやす)、少弐経資(しょうにつねすけ)、宇都宮通房(うつのみやみちふさ)、渋谷重郷(しぶやしげさと)の4人の合議によって決定がなされていたが、のちには頼泰、経資の権限が強くなり、1291年（正応4）には、それぞれの子である大友親時(ちかとき)、少弐盛資(もりすけ)に権限が引き継がれている。北条兼時(ほうじょうかねとき)、北条時家が鎮西に下向して権限を行使していた時期も機能していたが、1296年（永仁4）、北条実政(さねまさ)が鎮西探題に就任すると、頭人は鎮西引付衆(ひきつけしゅう)に補任(ぶにん)されたことによって、その機能は吸収され消滅した。
