Wage Council - Chingin Shinguikai

Japanese: 賃金審議会 - ちんぎんしんぎかい

When the government decides on the statutory minimum wage, it has a method of first consulting an organization and then deciding on the minimum wage based on its recommendation; this organization is called a Wages Council. Generally, it is made up of three members: representatives of labor and management, as well as a neutral or academic expert. In the UK, the role of the neutral member is considered to be to mediate between labor and management representatives, and it is given the authority to decide not only the minimum wage but also regular working hours, paid holidays, annual paid leave, and premium rates for overtime work. There are more than 40 Wages Councils established for different industries.

政府が法定最低賃金を決定するさい，あらかじめ諮問する機関を設け，それの答申を得て決定する方式があり，その機関を賃金審議会という。一般に，労･使各代表のほか中立または学識経験者からなる3者構成である。イギリスの賃金審議会は，労使代表の妥協への斡旋（あつせん）をするのが中立委員の任務であると考えられ，最低賃金のほか，所定労働時間，有給休日，年次有給休暇，超過労働に対する割増率をも決める権限が与えられており，業種別に40以上も設けられている。
