French physiocratic economist and politician. Following the lead of Quesnay and others who believed that only agriculture was productive, he also believed that profits could be generated from commerce and industry, and advocated the benefits of capitalist leasehold agriculture. As a governor and minister, he implemented reforms such as a single land tax on net income and the abolition of corvée privileges, which led to his downfall.
