In Japan, it refers to the collective term of national laws and individual corporate laws that emerged between approximately the 11th and 12th centuries and the 16th century. [The formation of medieval law] When ancient states collapsed and dynastic states emerged in their place around the 11th and 12th centuries, a new legal system developed to replace the now hollowed-out Ritsuryo law and support the dynastic state. This was called Kugeho. However, unlike the Ritsuryo law, the framework of the Kugeho was not established all at once by the enactment of a large-scale legal code. It was formed through a long process of hollowing out the Ritsuryo law through partial revisions and abolition, and substantial amendments through new interpretations, and gradually taking root.
