Earth Atmosphere Development Plan

An international research program on the Earth's atmosphere. It is also called GARP (short for Global Atmospheric Research Program). Its main objectives were to deepen understanding of the physical processes of the atmospheric circulation, to systematically improve mathematical and physical models of the atmosphere, and to design a global meteorological observation and forecasting system with greater economic value. It was a joint research program between the World Meteorological Organization (WMO) and the International Council for Science (ICSU, now the International Council for Science). The agreement was signed in 1967, but expired in 1980, and was succeeded by the World Climate Program (WCP, short for World Climate Program). As one of the sub-programs of GARP, FGGE (short for First GARP Global Experiment) was carried out for one year from December 1, 1978. This program was unprecedented in scale, with the participation of WMO's observation network of more than 9,000 land-based observatories, about 800 high-altitude observatories, nine oceanographic observation vessels, and five geostationary meteorological satellites (one of which is Japan's "Himawari").

地球大気に関する国際的な研究計画。GARP(ガープ)（Global Atmospheric Research Programの略）ともいう。大気大循環の物理過程の理解を深め、大気の数学的・物理的モデルを組織的に改善し、全地球的な気象観測と予報のシステムを経済効果が大きくなるよう設計することを主目的としていた。世界気象機関（WMO）と国際学術連合会議（ICSU。現国際科学会議）との共同研究計画で、この協定は1967年に調印されたが80年に失効し、このあとは世界気候計画（WCP。World Climate Programの略）に引き継がれている。GARPの副計画の一つとしてFGGE（First GARP Global Experimentの略。第一次GARP全地球実験）が1978年12月1日から1年間行われた。この計画にはWMOの観測網である9000以上の陸上観測所と約800の高層観測所、それと9隻の海洋定点観測船および5個の静止気象衛星（日本の「ひまわり」はその一つ）などが参加するという、史上空前の規模であった。
