Also known as the Tanaka Memorial. This memorial is said to have been written by Prime Minister Tanaka Giichi on July 25, 1927, to Minister of the Imperial Household Ichiki Kitokuro, regarding the national policy toward Manchuria and Mongolia that was discussed at the Eastern Conference. It was reported in China immediately after the Eastern Conference, and was promoted as a concrete plan for the conquest of Manchuria and Mongolia, stating, "To take China, we must first take Manchuria and Mongolia, and to take the world, we must first take China." As a memorial, it is questionable in terms of its form, and contains obvious factual errors, so it is considered a forgery. At the International Military Tribunal for the Far East in 1946, witnesses Okada Keisuke and Morishima Morito denied its existence, and Hata Tokushun was also unable to confirm it.

田中上奏文ともいう。 1927年7月 25日首相田中義一が東方会議で協議された対満蒙国策に関し，宮内大臣一木喜徳郎にあてたといわれる上奏文。東方会議直後中国側から報道され，「支那を取るためにはまず満蒙を取り，世界を取るためにはまず支那を取れ」と述べ，満蒙征服の計画を具体的に示していると宣伝された。形式的に上奏文として不審な点があり，また事実上の明らかな誤りもあり偽書とされている。 46年の極東国際軍事裁判で，証人岡田啓介，森島守人はその存在を否定し，秦徳純もこれを肯定することができなかった。
