A Chinese poet of the mid- to late Edo period. His given name was Ki, his pen name was Kujikyo, he was commonly known as Yujiro, and his pen names were Ryuwan and Sekkosai. He was the second son of Koyama Yasubei, a shipping wholesaler in Niigata. He lost his parents at a young age and was raised by his father's Tate family, taking the Tate clan name. He first studied under Takada Jin'an in Niigata, and later went to Edo to study under Kameda Bosai, becoming a subordinate under the Edo Shogunate's Finance Magistrate. He was assigned to Takayama as the chief attendant of Koide Daisuke, the governor of Hida Province, and also served as the chief attendant of the magistrates of Sagami, Dewa, and other provinces. He retired at the age of 66 in 1827, and thereafter lived in Mejirodai, Edo, where he was active as a Chinese poet. He excelled in lyrical and descriptive poetry with a gentle, elegant, and pure style in the style of the middle and late Tang dynasties, and Nagai Kafu was a favorite of his. 江戸中・後期の漢詩人。名は機,字は枢卿,通称は雄次郎,号は柳湾,石香斎。新潟の廻船問屋小山安兵衛の次男。幼くして両親に死別,父方の館家に育てられて館氏を称した。初め新潟の高田仁庵に学び,のち江戸に出て亀田鵬斎に従学,江戸幕府勘定奉行配下の下役となった。飛騨郡代小出大助の元締手付として高山に赴任したほか,相模,出羽などの代官の元締手付を勤め,文政10(1827)年66歳で引退,以後は江戸目白台に住んで漢詩人として活躍する。中・晩唐風の温雅清純な抒情・叙景詩を得意とし,永井荷風が好んで愛誦した。詩集に『柳湾漁唱』,編著に漢詩歳時記『林園月令』がある。<参考文献>渡辺秀英『館柳湾』,鈴木瑞枝『館柳湾・人と詩』
