Son of Omi no Kami Takashina Tameie and the daughter of Fujiwara no Yoshitada. A typical example of the In no Kami Jyuku who formed the basis of the Shirakawa Insei. In 1079, he became Emperor Shirakawa's treasurer, and was appointed Echigo no Kami due to Shirakawa's favor and his contribution to the construction of the Inno Goganji temple. After that, he served as the governor of large provinces such as Tajima, Kaga, and Tamba. The retired Emperor Shirakawa often visited his residence at Nijo Manri-koji.
