An official and court noble in the Nara period. The eldest son of Ishikawa Ishitari. He started out as a junior judge, and in 735 (Tenpyo 7), he was promoted from Junior Sixth Rank to Junior Fifth Rank. In 736 (Tenpyo 11), he was praised for good governance as Izumo no Kami. In 749 (Tenpyo Shoho 1), he was promoted to Junior Fifth Rank, and in 749 (Tenpyo Shoho 1), he was promoted to Junior Fourth Rank. During this time, he served as a Tokaido inspector in 736 (Tenpyo 16), Mutsu no Kami in 749 (Tenpyo Shoho 1), and Harumiya Ingai no Shou, and in 749 (Tenpyo Shoho 1), he served as Shikibukyo and Shibi no Daihitsu. By the same year, he had become a councilor, and in 758 (Tenpyo Shoho 1), he became the governor of Dazaifu (Dazaifu City). After 757 (Tenpyo Hoji 1), when Fujiwara no Nakamaro took power, he was promoted to Chunagon and Goshidafu (Dainagon), and during this time he held the posts of Shinto Minister and others. According to the Shoku Nihongi (Shoku Nihongi), he was clean-minded, hardworking, skilled in politics, and loved reading. In the third year of the Tenpyo Hoji era, he proposed the compilation of 20 volumes of "Bekshiki," which was an implementing code for the Yoro Code, and later completed it. This was compiled by various offices, became the basis of government affairs, and became the forerunner of the "Kōninshiki." He had one poem published in the "Man'yoshu." His vow-making sutras, "The Sutra of Requiem for the Blessed Virgin Mary" (copied in the ninth year of the Tenpyō era), "The Sutra of Requiem for the Blessed Virgin Mary" (the tenth year of the Tenpyō era), and "The Great Prajnaparamita Sutra" (the eleventh year of the Tenpyō era), still survive. In 1820 (Bunsei 3), a grave containing an epitaph was discovered at what is now Arajinyama, 1-chome, Makami-machi, Takatsuki City. The grave has been designated a national historic site, and the epitaph, a fine work of art made of gilt copperplate, has been designated a national treasure.

奈良時代の官人,公卿。石川石足の長男。はじめ少判事で,天平7(735)年正六位上から従五位下に昇進。同11年出雲守として善政を賞せられる。同12年従五位上に進み,天平勝宝1(749)年従四位上。この間天平16年東海道巡察使,同18年陸奥守,春宮員外亮などを経て,天平勝宝1年式部卿兼紫微大弼を務める。同年までに参議となり,同8年大宰府(太宰府市)の長官となる。藤原仲麻呂が政権を握った天平宝字1(757)年以降も,中納言,御史大夫(大納言)と昇進し,この間神祇伯などを歴任した。『続日本紀』によれば,潔白,勤勉で,政治に習熟し読書を好んだ。天平宝字3年,養老律令の施行細則である『別式』20巻の編纂を献策しのちに完成,これは諸司別に編集され政務の拠り所となり『弘仁式』の先駆となった。『万葉集』に歌1首を載せる。彼の発願経である仏説灌頂随願往生経(天平9年書写),仏説弥勒上 生 経(同10年),大般若経(同11年)が現存。文政3(1820)年,現在の高槻市真上町1丁目荒神山の地で墓誌を納めた墓が発見された。墓は国の史跡に,鍍金銅版製の優品である墓誌は国宝に指定。
