Military prosecutors were appointed by Minamoto no Yoritomo in various central and western provinces in pursuit of the Taira clan, and after imperial permission in 1185, throughout the country, together with the jito, in the name of pursuing Minamoto no Yoshitsune. Some were appointed one per province, while others were appointed on a manor-by-man basis, but the former were the same entity as the shugo, and the title of sotsuiboshi was an indicator for gaining approval from the Imperial Court, and it is believed that it was changed to shugo after the pursuit of Yoshitsune was completed.
