Safeguard - Safeguard (English spelling)

Safeguards are either general safeguards applied to agricultural and industrial products, or special safeguards applied to products that were tariffed in the Uruguay Round negotiations, such as pork, dairy products, and rice. In April 2001, Japan imposed provisional safeguards for 200 days for the first time on three agricultural products - green onions, fresh shiitake mushrooms, and tatami mats - but official imposition was postponed due to countermeasures such as 100% retaliatory tariffs imposed by the Chinese government on Japanese-made automobiles, mobile phones, and air conditioners. In principle, the WTO does not recognize safeguards targeting specific countries, but since a sharp increase in exports from China was expected when China joined the WTO, a special safeguard was also established targeting only China, limited to a period of 12 years after accession.

緊急輸入制限あるいは緊急輸入制限条項のこと。ある国で、ある輸入品が急増し、自国の競合産業に重大な被害を及ぼすか、あるいはそのおそれのある場合、自国市場の攪乱(かくらん)を防止するために当該輸入品に対して輸入制限あるいは禁止を行うことのできる措置をいう。「自由・無差別」「輸入制限の撤廃」を理念として貿易自由化を進めるWTO（世界貿易機関）において、ガット（GATT）第19条のセーフガード条項またはエスケープ・クローズ（自由化義務を免除する規定）とWTO協定の「セーフガードに関する協定」によって輸入制限を例外的に認めている。セーフガードには、農産品や工業品に対して適用される一般セーフガードとウルグアイ・ラウンド交渉で関税化を行った豚肉や乳製品、コメなどの品目に適用される特別セーフガードがある。2001年（平成13）4月、わが国で初めて、ネギ、生シイタケ、畳表の農産3品目に対して200日間の暫定的セーフガードが発動されたが、中国政府から日本製の自動車、携帯電話、エアコンに対して100％の報復関税の対抗措置がとられるなどしたため、正式発動は見送られた。また、WTOでは特定の国を対象とするセーフガードは原則として認めていないが、中国のWTO加盟に際し、中国から輸出急増が予想されるため、加盟後12年間に限定して中国のみを対象とする特別セーフガードも設けられた。
