A local government office in the ancient Ritsuryo state. Settsu Province did not have a kokushi (provincial governor), and the Settsushoku was in charge of governing the province. It also had jurisdiction over the secondary capitals and Naniwa-kyo, which were established at the latest during the reign of Emperor Tenmu (672-686), and was an administrative body equivalent to the Left and Right Capital Offices in the main capital. It was made up of kami, suke, daijo, shoshin, daisakan, and shozoku, and unlike kokushi, daibu were in charge of city affairs, tolerance, roads, and bridges. In 677 (the 6th year of Emperor Tenmu's reign), Tajihi no Kimimaro was first appointed as Settsushoku daibu, marking the establishment of the Settsushoku with the establishment of Naniwa-kyo. In addition, they were in charge of port affairs, envoys, ships, and supervised traffic at Naniwa-no-tsu, the most important maritime custom at the time. At the end of the 8th century, the construction of Nagaoka and Heian-kyo began, and the Kanzaki River was opened, leading to the abolition of Naniwa-kyo. In 793 (Enryaku 12), the Settsushoku was reorganized into the Settsu kokushi.

古代律令(りつりょう)国家の地方官司。摂津国には国司を置かず、摂津職がその管治にあたった。そのほか、遅くとも天武(てんむ)朝(672~686)に成立した陪都(ばいと)、難波(なにわ)京を所管し、主都における左右京職に相当する行政機関でもあった。大夫(かみ)、亮(すけ)、大進(だいじょう)、少進、大属(だいさかん)、少属で構成し、大夫は国司と違って、市(いち)、度量、道橋などをつかさどった。677年(天武天皇6)初めて丹比公麻呂(たじひのきみまろ)を摂津職大夫に任じたのは、難波京の成立に伴う摂津職の設置を示す。さらに津済(しんさい)、上下公使、舟具を管し、当時のもっとも重要な海関、難波津(なにわのつ)の往来を監察した。8世紀末、長岡・平安京の造営が始まり、また神崎川が開通して、難波京が廃されると、793年(延暦12)摂津職は摂津国司に改組された。
