The motion of planets and moons is Keplerian motion accompanied by perturbations, and the effects of perturbations are expressed as the time variations of the six parameters (orbital elements) that define Keplerian motion. Therefore, the motion of a celestial body at a certain moment is given by Keplerian motion using the values of the orbital elements at that moment. In this case, the Keplerian orbit at that moment not only shares the same celestial body position as the actual orbit, but is also tangent to the actual orbit at that position, and is called an osculating orbit.
