A labor union that organizes workers without distinction of company, mainly targeting workers in small and medium-sized enterprises. In Japan, labor unions are usually organized as employee unions for each company, but in small companies where an independent union cannot be run or where the employer prevents the formation of a union, individual workers participate in the form of direct membership. Since the formation of the National General Joint Labor Union Liaison Council (renamed the SOHYO National General Labor Union in 1960, abbreviated as National General) in 1955, unions have been organized by industry and region, and are considered an effective method of organizing unorganized fields. 労働者を企業の区別なしに組織している労働組合のことで,主として中小・零細企業の労働者を対象としている。日本の労働組合は通常企業ごとに従業員組合として組織されているが,小規模企業で独立した組合を運営しえない場合や,使用者が組合結成を妨害する場合などに,個々の労働者が直接加盟の形式で参加している労働組合である。1955年に全国一般合同労組連絡協議会(1960年総評全国一般労働組合,略称全国一般に名称変更)が結成されてから産業別・地域別に組織されるようになり,未組織分野を組織化する有力な方法とされている。
