Since Emperor Seiwa's maternal grandfather, Fujiwara Yoshifusa, was the first vassal to be appointed regent, the position of regent was hereditary in the Northern House of the Fujiwara clan, but especially after Yoshifusa's grandson Tadahira split into the Ononomiya lineage of Saneyori and the Kujo lineage of Morosuke, the position was largely passed down to the Kujo lineage, and after Fujiwara Michinaga achieved the height of the regent's power, it was monopolized by his descendants, and gradually became established as a family lineage and was called "Ichinoie".
