Production management

It has both management and legal significance, although the latter has become less and less relevant in recent years.

Production management as a form of business management refers to systematic measures to streamline production activities in business and maximize the effectiveness of productive resources. Specifically, it is a systematic effort to produce high-quality products or goods that meet demand at low cost and in a timely manner. Its main contents include production planning, work study, work planning, process control, quality control, cost control, inventory control, and transportation control. Each of these will be explained in turn below.

A production plan is a plan for the type, quantity, quality, and production time of products to be produced. It is broadly divided into long-term production plans of about 3 to 5 years and short-term production plans used within a fiscal year. The former mainly includes production forecasts for existing products based on economic and demand forecasts, plans to introduce new products, and forecasts of major production capacities such as equipment and labor. The core of a production plan is the annual production plan, which is a production plan for each product in units of one year. The annual production plan is subdivided into short-term production plans such as half-yearly, quarterly, and monthly as necessary. In order to carry out a production plan efficiently, it becomes necessary to scientifically consider the method, tools, equipment, and environment of work. Work study is the answer to this. It is centered on time study and motion study. Time study is a procedure for scientifically setting standard time for work, and motion study is a method for scientifically setting standard motion for work. Standard work is set based on these. A concrete implementation plan based on standard work and production plan is a work plan. It determines when, where, and by whom each task should be performed according to the calendar date and time, while checking the load status of the workers, facilities, and machines that perform each task (the amount of work already given, and the other side being the spare capacity). It is sometimes simply called a schedule.

The planning stage of production management is completed with production planning, work study, and work planning, and the implementation stage begins. The core of this is process management. It is also called progress management or progress management, as it involves taking measures to ensure that the progress of work at each process is carried out as planned, and in the event of delays, removing the cause and taking measures. The management standard for process management is time, but at the same time, quality and cost are also important standards. Quality control and cost control are management fields that specialize in these. Quality control inspects products, improves production methods, and trains people so that the products fall within the desired quality standards. Cost control compares the specified cost standard with the actual cost and strives to eliminate the discrepancy. In order to ensure smooth production and a rapid response to demand, raw materials and finished products are necessary, but if they become excessive, it puts pressure on profits. The purpose of inventory management is to calculate and achieve the appropriate inventory. The increasing complexity of transportation work and the specialization and diversification of transportation methods make it necessary to have independent transportation management.

Legal production management refers to a type of industrial action in which a workers' organization (labor union) independently manages production and operations, excluding instructions and orders from the employer. This tactic was used frequently for a time during the period of economic turmoil after World War II. However, as the economy recovered and government regulations became stronger, it gradually died down. There is a theoretical disagreement as to whether this tactic is legal or illegal in relation to management rights, but the Supreme Court has ruled it illegal.

経営管理上と法律上の二つの意義があるが、後者は近年ほとんど現実性をもつことはなくなっている。

　経営管理としての生産管理は、経営における生産活動を効率化し、生産的諸資源の有効性を最高に発揮させるための体系的施策をいう。具体的にいえば、需要に適合した良質の製品ないし財を、安価にしかも適時に生産するための体系的努力である。その主要な内容は、生産計画、作業研究、作業計画、工程管理、品質管理、原価管理、在庫管理、運搬管理などである。以下、これらについて順次説明する。

　生産計画は、生産すべき製品の種類、数量、品質、生産時期を予定することである。3～5年程度の長期生産計画と、年度内に用いる短期生産計画とに大別される。前者は、経済・需要予測にたった既存製品の生産見通し、新製品の導入予定、設備や労働力など主要生産能力の所要見通しをおもな内容とする。生産計画の中心は年度生産計画であるが、それは1年を単位にした製品ごとの生産予定である。年度生産計画は、必要に応じて半期・四半期・月次などの短期生産計画に細分される。生産計画を能率的に遂行するために、作業の方法・用具・設備・環境について科学的検討を加える必要が生じる。これにこたえるものが作業研究である。それは時間研究と動作研究を中心にしている。時間研究は、作業の標準時間を科学的に設定する手続であり、動作研究は、作業の標準動作を科学的に設定する方法である。これらに基づいて標準作業が設定される。標準作業と生産計画を前提にした具体的な実施計画が、作業計画である。それは、各作業を遂行する作業者や設備・機械の負荷状況（すでに与えられている作業量、その反面が余力）を確認しながら、各作業が暦日時に対応して、いつ・どこで・だれによって実施されるべきかを定めるものである。それは単に日程とよばれることもある。

　生産計画、作業研究、作業計画によって生産管理の計画段階は終了し、実施段階に移る。その中心は工程管理である。それは、工程ごとの作業の進行が計画どおりに行われるよう処置し、遅延を生じた場合には原因を除去し、対策を講じることで、進度管理または進捗管理(しんちょくかんり)ともいう。工程管理の管理基準は時間であるが、それと同時に、品質やコストも重要な基準となる。これらに特化した管理分野が、品質管理と原価管理である。品質管理は、望ましい品質基準内に製品が納まるよう、製品を検査し、生産方法を改善し、人間を訓練する。原価管理は、所定の原価標準と実際原価を対比し、差異の解消に努める。生産の円滑な進行と需要への敏速な対応のためには、原材料や製品の在庫が必要であるが、それが過大になると収益を圧迫する。適正在庫の算定と実現が、在庫管理の目的である。運搬業務の複雑化と運搬手段の専門・多様化は、独立した運搬管理を必要とするようになる。

　法律上の生産管理は、争議行為の一種として、労働者団体（労働組合）が使用者の指揮・命令を排除し、自主的に生産・業務を管理することをいう。第二次世界大戦後の経済混乱期に、この戦術が一時的に多用されたことがある。しかし、経済状態の回復や政府による規制の強化により、しだいに下火になった。この戦術が経営権との関係で合法か違法かについては学説上対立があるが、最高裁判所の判決は違法としている。
