The Scientists' Peace Issues Roundtable was organized by supporters of the statement "Appeal to all scientists" that met on April 15, 1950 at the auditorium of the Science Council of Japan in Ueno, Tokyo. 135 researchers gathered at this meeting at the invitation of Science Council members Ide Takashi, Suekawa Hiroshi, and Uehara Senroku, and 90 researchers from around the country who were unable to attend the meeting also endorsed the statement, which contained statements such as "opposition to war," "opposition to the provision of military bases," and "protection of academic and thought freedom." At this time, prominent scholars had formed peace issue discussion groups and expressed their opinions, but the roundtable was attended by a wide range of researchers, and the second general meeting was held on June 4 of the same year at the Bunka Gakuin Auditorium in Surugadai, Tokyo, where speeches were given by Ouchi Hyoe, Kainou Michitaka, and more than 200 participants compiled opinions such as "promotion of peace by all Allied nations."
