The main form of industrial action in Japan immediately after World War II (1945-46). Workers refused to follow orders and instructions from their employers and independently managed production. In cases where workers independently managed the transportation or administrative departments, this was also called "business management." This "production management" struggle is said to have developed spontaneously, but its origins can be traced back to the factory occupation movement in Italy after World War I (1920), the Comintern resolution (July 1920), and the Profintern Programme for Action (July 1921).
