Sports Promotion Act - Sports Shinkouho
This is the basic law for promoting sports in Japan. Its purpose is to clarify the basic policies of the national and local governments to popularize sports to the general public. It was enacted on June 16, 1961. The basic idea is that the practice of sports is effective in "contributing to the healthy development of the mind and body of the people and to the formation of a bright and rich national life" (Article 4). Therefore, in implementing this law, three points are emphasized: non-compulsory nature, educational purpose, and non-profit nature.

日本におけるスポーツ振興の基本となる法律。スポーツを国民一般に広く普及させるための,国および地方公共団体の施策の基本を明らかにすることを目的としている。1961年6月16日制定。基本的な考え方は,スポーツの実践が〈国民の心身の健全な発達と明るく豊かな国民生活の形成に寄与する〉(第4条)ために有効であるとの観点に立つ。従って,この法律の運用にあたっては,非強制性,教育目的性,非営利性の3点が強調される。
