A device that observes a moving object in a state similar to that of a stationary object by shining a periodically flashing light on it. It is used to measure the rotational speed of an object or the vibration period of a machine. This term is also used to refer to a periodic flash generator used to take a series of photographs of an object such as a ball that moves nonperiodically. Photographs taken in this way are called strobe photographs. Devices for observing periodic motion such as rotation or vibration include those that place a shutter that opens and closes periodically in front of the naked eye, a telescope, or a microscope, and those that use a strobe discharge tube that flashes periodically. If the speed of the flashing matches the period of the object's motion, the object will appear to be stationary. For example, if a disk is placed on top of a record and viewed under an electric or fluorescent light, when the record is rotating at the correct speed, a certain band will appear to be stationary, and this is used to adjust the number of rotations.
