British politician. Elected to the House of Commons in 1614, he was imprisoned (1627) as a critic of the king, but from 1628 he supported the king and served as Speaker of the Northern Council and Privy Councillor. As a close aide to Charles I, he was a central figure in the non-parliamentary dictatorship along with W. Lord. In particular, as Lord Lieutenant of Ireland from 1632 onwards, he carried out a campaign of oppression nicknamed the "thorough policy". He returned to the UK in 1639 and was awarded the title of Earl. He was impeached by the Long Parliament in 1640 for advising the king to take a hardline stance, and the king abandoned him due to the threat of a popular uprising, so he was executed in the Tower of London as the first victim of the revolution.
