Born in the third year of the Jōryaku era. He became a doctor of Myōbō around the first year of the Eikyō era, and later served as a chief judge of the Ministry of Justice. He was active in litigation adjudication during the Shirakawa and Toba Insei eras, and built the foundations of the Sakanoue family of lawyers. He is also said to have written the "Hossō Chiyōshō."
