Naval officer and politician. Born on December 24, 1867 (Keio 3) in Izumi Province (Osaka Prefecture). Graduated from the Naval Academy in 1887 (Meiji 20) and the Naval War College in 1898. Served as Vice Minister of the Navy from 1914 (Taisho 3) to 1917. Promoted to rear admiral in 1923, commander-in-chief of the Combined Fleet in 1924, and Chief of the Naval Staff in 1925. In January 1929 (Showa 4), he left his position as Chief of the Naval Staff and became Grand Chamberlain, and from February he also served as a Privy Councillor. During the February 26 Incident in 1936, he was attacked by rebel forces and seriously injured. In November of the same year, he was made a baron and retired from his position as Grand Chamberlain. In June 1940, he became Vice President of the Privy Council, and in August 1944, he became Chairman. He became Prime Minister on April 7, 1945, decided on defeat, and resigned on August 15. From December 1945 to June 1946, he served as President of the Privy Council again, and was involved in deliberations on the new constitution and other issues. He died on April 17, 1948.
