Human Resources Bank

It is a public organization that provides free specialized job introduction services to people aged 40 or over who have experience in managerial, professional, and technical occupations. It was established to secure the human resources that companies need and to secure jobs where job seekers can utilize their careers. Organizationally, it is an internal organization of the Public Employment Security Office (Hello Work). It was first tried out at the Shibuya Public Employment Security Office in September 1966, and was later established in Nagoya and Osaka, and at its peak, opened in 26 cities (1998). As of September 2009, there are 12 offices in Sapporo, Saitama, Chiba, Tokyo, Kanagawa, Nagoya, Kyoto, Osaka, Kobe, Okayama, Hiroshima, and Fukuoka. Of these, the three offices in Tokyo, Kanagawa, and Fukuoka are operated by a public-private system based on the "Law Concerning the Reform of Public Services through the Introduction of Competition," and the other nine offices are directly operated by the government. Job offers and job seekers can be registered for a maximum of six months. They can be renewed at the request of job seekers and job seekers. The employment rate was 8.7% on average for Tokyo, Kanagawa, and Fukuoka, and 15.8% on average for the other nine (2007).

おおむね40歳以上の管理的職業、専門的職業および技術的職業などの経験者を対象に、無料で専門的な職業紹介を行う公共の機関をいう。企業の求める人材の確保と、求職者のキャリアを生かせる職場の確保を目的に設けられている。組織上は、公共職業安定所(ハローワーク)の内部組織である。1966年(昭和41)9月、渋谷公共職業安定所で試みられ、その後、名古屋、大阪における設置を経て、もっとも多いときには26の都市で開設され(1998)、2009年(平成21)9月現在では札幌、埼玉、千葉、東京、神奈川、名古屋、京都、大阪、神戸、岡山、広島、福岡の12室が開設されている。このうち東京と神奈川、福岡の3室は、「競争の導入による公共サービスの改革に関する法律」に基づいて公設民営方式により運営され、他の9室は、国が直接に実施している。求人と求職の登録は、最長6か月である。求人者と求職者の希望によって更新されることも可能である。就職率は、東京と神奈川、福岡の3室平均で8.7%、他の9室平均で15.8%である(2007年度)。
