He became Minister of Foreign Affairs in the pro-Russian government that was established in the coup d'état of 1896 that overthrew the Kim Hong-jip government. He continued to hold important government positions, and was Minister of Education when the Japan-Korea Protectorate Treaty (also known as the Eulsa Treaty) was concluded in 1905, and was therefore counted as one of the "Five Eulsa Traitors."
