...A pro-Japanese bureaucrat in the late Korean colonial period. Passed the civil service examination in 1882, he worked mainly in the field of diplomacy, and visited the United States twice. He became Minister of Foreign Affairs in the pro-Russian government that was established in the coup d'état of 1896 that overthrew the Kim Hong-jip government. He continued to hold important government positions, and was Minister of Education when the Japan-Korea Protectorate Treaty (also known as the Eulsa Treaty) was concluded in 1905, and was therefore counted as one of the "Five Eulsa Traitors." From this time on, he was the target of public criticism as the most pro-Japanese bureaucrat, but in 1907 he became Prime Minister. ...
