In the early Meiji period, this mainly meant simple educational institutions that taught girls handicrafts such as sewing, weaving, bag making, and oshie painting, as well as the basics of reading, writing, and arithmetic, and etiquette. These handicrafts were also called "jokou," so they were called "jokoba," but there were also places called "jokou factories" and "jokou training schools." In the early Meiji period, when the school system was not yet established, they spread to a certain extent, mainly in the Kansai region. However, some of the jokoba were equivalent to secondary education institutions, such as the Kyoto Prefectural Jokoba, which was established in 1872 (Meiji 5), where a British female teacher taught English and also taught jokou.
