食糧の需給,流通,価格,貿易に関する政策の総称である。しかし日本では食糧政策としては,もっぱら主食,とくに米麦に関する政策に限定し,畜産物,青果物,魚介類などに関する政策は別途に扱われるのが普通である。これは,日本の食糧政策が歴史的にいって,もっぱら米麦(とくに米)から出発しており,なお現在も大きな比重を占めているからである。食糧政策の目的は,国民が必要とする食糧の安定供給を図ることにある。そのためには,生産者が安定的に生産を行うための対策が必要であるし,輸入の安定確保も図らねばならない。
