Based on the Law on Special Accounts, government short-term securities are issued by the Special Account for Stable Food Supply in the adjustment account. They are abbreviated as "food certificates." They were government short-term securities based on the Food Control Special Account Law, but in 2007, the law was abolished and they are now based on the Special Account for Stable Food Supply, which promotes food supply measures centered on cross-product agricultural management stabilization measures. They are issued to deal with temporary shortages of funds for purchasing staple foods such as rice and wheat, and imported feed. They must be repaid within one year. The issuance limit during a fiscal year is set in the special account budget, along with borrowings and temporary borrowings. In principle, they are issued through public bidding, but there are exceptions where the Bank of Japan will undertake them. (→ Special Account for Stable Food Supply)

「特別会計に関する法律」に基づき，食料安定供給特別会計が調整勘定において発行する政府短期証券。糧券と略称される。食糧管理特別会計法に基づく政府短期証券であったが，2007年に同法が廃止され，農業の品目横断的な経営安定対策を軸とした食料安定供給施策を推進する食料安定供給特別会計を根拠とするようになった。米やムギなどの主要食糧や輸入飼料の買い入れ資金の一時的な資金不足に対応するために発行される。償還期限は 1年以内が義務づけられる。会計年度中の発行限度は借入金および一時借入金と合わせて特別会計予算で定められている。発行については市中公募入札が原則であるが，例外的に日本銀行が引き受けることもある。（→食糧管理特別会計）
